The report points out existing standards in the
field of web mapping and location based services. Different standards
for metadata documentation like ISO 19115, FGDC and CEN are compared
and the initiative for infrastructure for spatial information
(INSPIRE) launched by the European Commission is described.
A listing of similar eContent projects and other web mapping projects
in partner countries gives a brief overview of existing attempts
in the area of digital online mapping services.
Geodata policy regarding data distribution via Internet is addressed
as well as pricing policy for supplied data (content and geographic
data) as these are essential topics for the implementation of
web mapping applications.
The conclusion gives a detailed overview on existing standards
and presents in a summarised table a pan-European standard for
digital mapping applications based on the discussed issues in
the context of web mapping
Description of acquired data, methodology and problems
encountered

The report offers a summary on the main activity
of the second work package “data acquisition”.
A detailed overview on available data in each participating project
country is given and additional information like licence fees,
copyright regulations and data usage restrictions. Furthermore,
the methodology of data acquisition with general considerations
is presented, describing data types, level of scale, structure
of existing data types relevant for acquisition and collection,
criteria, data parameter.
The report provides an overview on data usage agreements and pricing
policy, presented by case studies of different countries and discusses
the question of updating and maintenance of data, as well as problems
encountered during data acquisition phase.
Concluding, a status quo report on data availability and recommendations
for“basic data equipment” for an enterprise similar to this project
is offered, which can also serve as guidelines for the integration
of further project areas. In the outlook the expansion of GEORAMA
project areas for a constant growth of participating project regions
is discussed.
Public policies on the release of public data over public
networks

Starting with a description of the special characteristics
of geodata, the principles and objectives of geodata policies
are pointed out. Actual data policies and pricing strategies are
demonstrated by various case studies of European states and the
European Union. The access of geodata is outlined by a German
example as well as with the INSPIRE initiative; pricing policy
of geodata is shown by a Swiss example. General pricing policies
and their pros and cons are elaborated and parameters for pricing
structure for the project purposes are adapted resulting from
various case studies. Within the conclusions the access to data
(legal issues, licence agreements), pricing and billing of services,
maps and data, and finally the question of updating and maintenance
of data are discussed in regard of the GEORAMA project.
